Roles & Responsibilities

POLICY DIRECTION


The Columbia 9-1-1 Communications District Board of Directors serves as the policy making body for the District. In that capacity, the Board sets policies governing all facets of the District's operations in the best interests of the public, with the advice of the Advisory Committee. The Advisory Committee is appointed by the Board and represents each user agency. As individuals, board members exercise no legal authority. It is through the collective action of board members acting as the Board of Directors that legal authority is authorized. The Board of Directors and Advisory Committee delegate the implementation of all policies to the Administrator, and through him or her, to the staff of the District.


DESIGNATING AND EVALUATING THE ADMINISTRATOR


The Board of Directors is responsible for the recruitment, selection, and evaluation of the Administrator as their agent in the implementation of their policies and directives. The Board supervises and directs the work of the Administrator, who, in turn, is responsible for the recruitment, selection, supervision and evaluation of all District employees.


LONG-RANGE PLANNING, GOAL SETTING AND PROGRAM EVALUATION


Guided by the District's Mission Statement, and utilizing information and input obtained from their own insights and from citizens, users, staff, advisors, and other sources; the Board is responsible for long-range, strategic planning for the district. On the basis of this planning, goals and objectives are to be developed to guide the design and delivery of all District programs and services. Such planning should be undertaken annually, and monitored and modified as need dictates on a continuing basis. Annual evaluation of established programs and the overall progress of the District toward the achievement of its mission should also be undertaken by the Board.

Long-range financial planning, on-going efforts to evaluate established programs, and close attention to monitoring the long-term stability of the District should all be components of this effort by the Board.


FINANCIAL ACTIVITIES


The Board shall be responsible, through its Budget Committee, for the development and adoption of an annual budget designed to implement the programs and services provided by the District. The budget shall be a management tool for implementing the District's mission, long-range strategic plan, and annual work program goals and objectives. The Board will, at its regularly scheduled meetings, review expenditures authorized within that annual budget, and monitor budget compliance on an on-going basis.


BOARD AND COMMITTEE SERVICE


Regular attendance and active participation in Board meetings is an essential component of effective service on the Board of Directors.

The Board also functions in part through a committee system consisting of several standing committees and periodic ad-hoc task forces. Board members are expected to serve as chair or as members of one or more of those committees.


EXTERNAL RELATIONS


Board members are expected to serve as observers of activities and conduits of information regarding trends, developments and events external to the District which will likely have some effect on the District or its users. That information should be shared with the Board and with staff so that the District can be best prepared to effectively respond to those influences and developments.

Though Board members serve the District at large, each is also elected to represent specific geographic zoned constituencies and are expected to serve as liaison between those constituencies and the Board, keeping the Board appraised of their respective activities, issues, and concerns.
